Aktu\u00e1ln\u00ed \u00fazemn\u00ed studie, po\u0159\u00edzen\u00e1 hl. m. Prahou a&nbsp;zpracovan\u00e1 t\u00fdmy Thomas Muller Ivan Reimann Architekten a&nbsp;Pel\u010d\u00e1k a&nbsp;partner architekti a&nbsp;p\u0159in\u00e1\u0161ej\u00edc\u00ed hlavn\u00ed z\u00e1sady pro prom\u011bnu t\u00e9to \u010d\u00e1sti m\u011bsta, se stala po dohod\u011b s&nbsp;m\u00edstostarostkou Lenkou Burgerovou podkladem pro zad\u00e1n\u00ed semestr\u00e1ln\u00edch projekt\u016f v&nbsp;ateli\u00e9ru Plicka\u2013\u0160krna na Fakult\u011b architektury \u010cVUT v&nbsp;Praze. Zad\u00e1n\u00edm bylo prov\u011b\u0159it navr\u017eenou regulaci prost\u0159ednictv\u00edm projekt\u016f konkr\u00e9tn\u00edch dom\u016f \u010di soubor\u016f staveb. Celkem 26 student\u016f a&nbsp;studentek se v\u011bnovalo n\u00e1vrh\u016fm p\u0159edev\u0161\u00edm bytov\u00fdch dom\u016f, ale i&nbsp;z\u00e1kladn\u00ed \u0161koly, domova pro seniory, obchodn\u00edch center, hotel\u016f a&nbsp;v&nbsp;neposledn\u00ed \u0159ad\u011b i&nbsp;nov\u00e9 budovy sedmi\u010dkov\u00e9 radnice. V\u00fdstavu jejich prac\u00ed najdete v&nbsp;p\u0159\u00edzem\u00ed radnice do konce b\u0159ezna.<\/p>\r\n<p>[\/perex]<\/p>\r\n<p>\u0158e\u0161en\u00e9 \u00fazem\u00ed bylo na severu vymezeno novou z\u00e1stavbou po obou stran\u00e1ch ulice Nicholase Wintona, na jihu \u0159ekou Vltavou. Z\u00e1kladn\u00ed prostorov\u00e1 regulace ze studie, vymezuj\u00edc\u00ed jednotliv\u00e9 bloky pro novou z\u00e1stavbu a&nbsp;stanovuj\u00edc\u00ed v\u00fd\u0161ku a&nbsp;podla\u017enost nov\u00fdch dom\u016f, byla studentsk\u00fdmi projekty respektov\u00e1na, jen s&nbsp;drobn\u00fdmi korekcemi stavebn\u00edch \u010dar \u2013 vymezen\u00ed stavebn\u00edch blok\u016f. Regulace ze studie vych\u00e1z\u00ed z&nbsp;kontextu st\u00e1vaj\u00edc\u00ed okoln\u00ed z\u00e1stavby a&nbsp;studenti tento kontext respektovali i&nbsp;ve sv\u00fdch architektonick\u00fdch n\u00e1vrz\u00edch. Kvalitn\u00ed bytov\u00e9 domy ze st\u00e1vaj\u00edc\u00ed z\u00e1stavby byly pro n\u011b mnohdy i&nbsp;cennou inspirac\u00ed.<\/p>\r\n<p>V\u011bt\u0161inu nov\u011b navr\u017een\u00e9 z\u00e1stavby tvo\u0159\u00ed bytov\u00e9 domy, v&nbsp;nich\u017e jsou navr\u017eeny byty pro zhruba 5 tis\u00edc nov\u00fdch obyvatel. Regulace ze studie umo\u017e\u0148uje navrhovat m\u011bstsk\u00e9 bytov\u00e9 domy s&nbsp;obchodn\u00edm parterem, s&nbsp;potenci\u00e1lem p\u0159isp\u011bt k&nbsp;vytvo\u0159en\u00ed kvalitn\u00edho m\u011bstsk\u00e9ho ve\u0159ejn\u00e9ho prost\u0159ed\u00ed.<\/p>\r\n<p>Studentsk\u00e9 projekty se rovn\u011b\u017e zab\u00fdvaly \u2013 na z\u00e1klad\u011b studi\u00ed formulovan\u00e9 funk\u010dn\u00ed regulace \u2013 n\u00e1vrhem obchodn\u00edch center pod\u00e9l ulice Nicholase Wintona, respektive mezi ulic\u00ed Argentinskou a&nbsp;centr\u00e1ln\u00edm parkem. Projekty dopl\u0148ovaly obchodn\u00ed funkci bydlen\u00edm v&nbsp;bytov\u00fdch domech, nejednalo by se tedy o&nbsp;pouh\u00e1 monofunk\u010dn\u00ed obchodn\u00ed centra. Projekty tak\u00e9 ve vazb\u011b na tato obchodn\u00ed centra pracovaly s&nbsp;vymezen\u00edm kvalitn\u00edch ve\u0159ejn\u00fdch prostranstv\u00ed.<\/p>\r\n<p>Velk\u00fdm t\u00e9matem studie a&nbsp;n\u00e1sledn\u011b i&nbsp;studentsk\u00fdch prac\u00ed byla pr\u00e1v\u011b i&nbsp;kvalitn\u00ed ve\u0159ejn\u00e1 prostranstv\u00ed. Studentsk\u00e9 projekty prov\u011b\u0159ovaly typick\u00e9 profily ulic, a&nbsp;to jak hlavn\u00edch \u2013 Bubensk\u00e9 a&nbsp;Argentinsk\u00e9, tak i&nbsp;ostatn\u00edch, v\u010detn\u011b \u0159ady ulic, kter\u00e9 jsou navr\u017eeny ve sm\u00ed\u0161en\u00e9m re\u017eimu, zklidn\u011bn\u00e9m spole\u010dn\u00e9m u\u017e\u00edv\u00e1n\u00ed ulice chodci, cyklisty, automobily i&nbsp;ve\u0159ejnou dopravou. Ulice jsou dostate\u010dn\u011b dimenzov\u00e1ny, aby umo\u017enily i&nbsp;parkov\u00e1n\u00ed automobil\u016f. Ka\u017ed\u00fd d\u016fm m\u00e1 ale svoji pot\u0159ebu parkov\u00e1n\u00ed automobil\u016f pln\u011b pokrytou na sv\u00e9m pozemku v&nbsp;podzemn\u00edm parkingu; to sam\u00e9 plat\u00ed i&nbsp;o&nbsp;n\u00e1kupn\u00edch centrech.<\/p>\r\n<p>Studentsk\u00e9 pr\u00e1ce potvrdily \u0159e\u0161en\u00ed vy\u00fast\u011bn\u00ed Hl\u00e1vkova mostu do ulice Bubensk\u00e9 navr\u017een\u00e9 ve studii: Bubensk\u00e1 plynule navazuje p\u0159\u00edmo na Hl\u00e1vk\u016fv most a&nbsp;nov\u00e1 budova Vltavsk\u00e9 filharmonie zde spolu s&nbsp;budovou b\u00fdval\u00fdch Elektrick\u00fdch podnik\u016f vymezuje velkorys\u00e9 n\u00e1m\u011bst\u00ed. Oproti studii studentsk\u00e9 pr\u00e1ce pracuj\u00ed s&nbsp;pln\u00fdm obousm\u011brn\u00fdm profilem Argentinsk\u00e9 ulice a\u017e k&nbsp;Bubensk\u00e9mu n\u00e1b\u0159e\u017e\u00ed \u2013 to umo\u017e\u0148uje z\u00e1sadn\u00edm zp\u016fsobem zklidnit ulici Za Viaduktem, kterou je dnes veden jeden sm\u011br dopravy z&nbsp;ulice Argentinsk\u00e9. Krom\u011b navr\u017een\u00fdch ve\u0159ejn\u00fdch park\u016f vznikne d\u016fstojn\u00e9 ve\u0159ejn\u00e9 prostranstv\u00ed tak\u00e9 v&nbsp;Bubensk\u00e9 ulici p\u0159ed Pam\u00e1tn\u00edkem ticha.<\/p>\r\n<p>V\u00fdznamnou sou\u010d\u00e1st\u00ed \u0159e\u0161en\u00ed dopravy bylo i&nbsp;trasov\u00e1n\u00ed tramvajov\u00fdch linek, je\u017e je nesm\u00edrn\u011b d\u016fle\u017eit\u00e9 pro obsluhu cel\u00e9ho \u00fazem\u00ed. Studentsk\u00e9 pr\u00e1ce ru\u0161\u00ed tramvajovou trasu po Bubensk\u00e9m n\u00e1b\u0159e\u017e\u00ed, a&nbsp;cel\u00e9 n\u00e1b\u0159e\u017e\u00ed tak zklid\u0148uj\u00ed a&nbsp;otev\u00edraj\u00ed p\u011b\u0161\u00edm a&nbsp;cyklist\u016fm. Alternativn\u00ed trasu vedou ulic\u00ed Jate\u010dn\u00ed, kde tramvaj obslou\u017e\u00ed jak Hole\u0161ovickou tr\u017enici, tak velkou \u010d\u00e1st st\u00e1vaj\u00edc\u00ed z\u00e1stavby severn\u011b od tr\u017enice. Dal\u0161\u00ed tramvajov\u00e1 trasa je ve shod\u011b se studi\u00ed vedena ulic\u00ed Nicholase Wintona a&nbsp;ulic\u00ed D\u011blnickou. Diplomov\u00e9 pr\u00e1ce v&nbsp;ateli\u00e9ru se pak je\u0161t\u011b zab\u00fdvaly tak\u00e9 \u0159e\u0161en\u00edm p\u0159edmost\u00ed nov\u00e9ho tramvajov\u00e9ho Rohansk\u00e9ho mostu, kter\u00fd bude m\u00edt rovn\u011b\u017e velk\u00fd v\u00fdznam pro obsluhu t\u00e9to \u010d\u00e1sti m\u011bsta.<\/p>\r\n<p>Pr\u00e1ce student\u016f a&nbsp;studentek prok\u00e1zaly, \u017ee aktu\u00e1ln\u00ed \u00fazemn\u00ed studie je dobr\u00fdm podkladem pro z\u00e1sadn\u00ed prom\u011bnu st\u00e1vaj\u00edc\u00edho brownfieldu Bubny-Z\u00e1tory, a&nbsp;to i&nbsp;navzdory n\u011bkter\u00fdm korekc\u00edm, kter\u00e9 pr\u00e1ce na studentsk\u00fdch projektech p\u0159inesla.<\/p>\r\n<hr \/>\r\n<p><span style=\"color: #00ccff;\"><strong>\u201eZat\u00edmco studenti Fakulty architektury \u010cVUT p\u0159ipravili v&nbsp;ateli\u00e9rech svou p\u0159edstavu o&nbsp;tom, jak by mohly v&nbsp;oblasti Bubn\u016f-Z\u00e1tor vzniknout nov\u00e9 domy a&nbsp;ulice z&nbsp;hlediska formy a&nbsp;architektury, \u00fa\u0159ady se mezit\u00edm st\u00e1vaj\u00ed doslova kolbi\u0161t\u011bm, kde se rozhoduje o&nbsp;\u0161ir\u0161\u00edch souvislostech podoby budouc\u00ed \u010dtvrti. Ide\u00e1ln\u00ed \u010dtvr\u0165 nejsou pouze domy, ulice, n\u00e1m\u011bst\u00ed a&nbsp;parky, jsou to i&nbsp;budouc\u00ed obyvatel\u00e9, kter\u00fdm se v&nbsp;n\u00ed dob\u0159e \u017eije, a&nbsp;st\u00e1vaj\u00edc\u00ed obyvatel\u00e9 m\u011bstsk\u00e9 \u010d\u00e1sti, kte\u0159\u00ed z\u00edskaj\u00ed mo\u017enost vyu\u017e\u00edvat nov\u00fd ve\u0159ejn\u00fd prostor i&nbsp;slu\u017eby. Co je k&nbsp;tomu pot\u0159eba a&nbsp;kdo to zajist\u00ed?<\/strong><\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">Jak dos\u00e1hnout toho, aby v&nbsp;Bubnech \u017eily r\u016fzn\u00e9 skupiny obyvatel? Jak zajistit, abychom m\u011bli v&nbsp;bl\u00edzkosti domova v\u0161e, co pot\u0159ebujeme? Mlad\u00e9 rodiny s&nbsp;d\u011btmi mus\u00ed m\u00edt jistotu, \u017ee bude dost m\u00edst ve \u0161kol\u00e1ch a&nbsp;\u0161kolk\u00e1ch, d\u011bti pot\u0159ebuj\u00ed m\u00edsto ke h\u0159e i&nbsp;sportov\u00e1n\u00ed v&nbsp;bezpe\u010dn\u00e9m a&nbsp;\u010dist\u00e9m prost\u0159ed\u00ed, dosp\u011bl\u00ed a&nbsp;senio\u0159i mus\u00ed m\u00edt prostory ke ka\u017edodenn\u00edmu odpo\u010dinku a&nbsp;setk\u00e1v\u00e1n\u00ed v&nbsp;zeleni i&nbsp;v&nbsp;ulic\u00edch. V\u0161echny generace maj\u00ed v&nbsp;nov\u00e9 \u010dtvrti naj\u00edt \u0161irokou \u0161k\u00e1lu pracovn\u00edch p\u0159\u00edle\u017eitost\u00ed, komunitn\u00ed prostory, knihovny, m\u00edsta pro setk\u00e1v\u00e1n\u00ed i&nbsp;kulturn\u00ed akce. V&nbsp;\u00fazem\u00ed mus\u00ed naj\u00edt sv\u00e9 m\u00edsto i&nbsp;za\u0159\u00edzen\u00ed, jako jsou l\u00e9ka\u0159sk\u00e9 ordinace, soci\u00e1ln\u00ed slu\u017eby, byty a&nbsp;l\u016f\u017eka pro seniory a&nbsp;dal\u0161\u00ed za\u0159\u00edzen\u00ed, kde se o&nbsp;n\u00e1s n\u011bkdo postar\u00e1, proto\u017ee nemoci ani st\u00e1\u0159\u00ed se nikdo nevyhne.<\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">V\u00a0tomto v\u00fd\u010dtu bychom mohli pokra\u010dovat. Jen\u017ee jak toto v\u0161echno zajistit, kdy\u017e m\u011bstsk\u00e1 \u010d\u00e1st v\u00a0dan\u00e9m \u00fazem\u00ed vlastn\u00ed jen minimum pozemk\u016f a\u00a0Praha tak\u00e9 mno\u017estv\u00edm plochy, kterou by mohla sama organizovat, neopl\u00fdv\u00e1? Nem\u00e1 moc smysl ohl\u00ed\u017eet se do minulosti a\u00a0st\u011b\u017eovat si, kdy a\u00a0za jak\u00fdch okolnost\u00ed se ve\u0159ejn\u00e9 pozemky p\u0159esunuly do soukrom\u00fdch rukou, to n\u00e1m dnes ji\u017e nepom\u016f\u017ee. Pozemky jsou v\u011bt\u0161inov\u011b soukrom\u00e9 a\u00a0jedn\u00edm z\u00a0m\u00e1la n\u00e1stroj\u016f, kter\u00e9 nastavuj\u00ed spolupr\u00e1ci mezi m\u011bstem, investory a\u00a0vlastn\u00edky, je \u00fazemn\u00ed pl\u00e1nov\u00e1n\u00ed.<\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">Bubny byly dlouhou dobu pod stavebn\u00ed uz\u00e1v\u011brou. \u00dazemn\u00ed pl\u00e1n z&nbsp;roku 1999 zde vymezil velk\u00e9 rozvojov\u00e9 \u00fazem\u00ed. Teprve v&nbsp;roce 2020 byla schv\u00e1lena \u00fazemn\u00ed studie, kter\u00e1 vznikla na z\u00e1klad\u011b sout\u011b\u017ee a&nbsp;kter\u00e1 nastavuje urbanistick\u00fd rozvoj tohoto nesm\u00edrn\u011b cenn\u00e9ho, ale v\u00edcem\u00e9n\u011b pr\u00e1zdn\u00e9ho a&nbsp;nezastav\u011bn\u00e9ho m\u00edsta mezi Hole\u0161ovicemi a&nbsp;Letnou. Studie navrhla novou blokovou strukturu, je\u017e reaguje na okoln\u00ed \u010dtvrti a&nbsp;propojuje je s\u00edt\u00ed ve\u0159ejn\u00fdch prostranstv\u00ed. Uprost\u0159ed \u00fazem\u00ed se nach\u00e1z\u00ed velk\u00fd, n\u011bkolikahektarov\u00fd park i&nbsp;men\u0161\u00ed zelen\u00e9 prostory.<\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">K tomu, aby podle t\u00e9to koncepce mohla b\u00fdt zah\u00e1jena v\u00fdstavba, chyb\u00ed jedin\u00e9: mus\u00ed prob\u011bhnout zm\u011bna st\u00e1vaj\u00edc\u00edho \u00fazemn\u00edho pl\u00e1nu nebo mus\u00ed b\u00fdt schv\u00e1len nov\u00fd \u2013 Metropolitn\u00ed pl\u00e1n. Je to proces nesnadn\u00fd a&nbsp;mnoz\u00ed \u010dten\u00e1\u0159i sleduj\u00ed jeho v\u00fdvoj i&nbsp;v\u00edce ne\u017e desetiletou snahu m\u011bstsk\u00e9 \u010d\u00e1sti, aby v\u0161e dob\u0159e dopadlo. Nicm\u00e9n\u011b m\u011bstsk\u00e1 \u010d\u00e1st v&nbsp;t\u00e9to h\u0159e nen\u00ed ani forhont, ani rozd\u00e1vaj\u00edc\u00ed. P\u0159esto ze sv\u00e9 pozice d\u011bl\u00e1 v\u00edce, ne\u017e by se mohlo zd\u00e1t mo\u017en\u00e9. Zvl\u00e1\u0161t\u011b pak v&nbsp;aktivit\u011b p\u0159i zaji\u0161t\u011bn\u00ed kvalitn\u00edho rozvoje pro v\u0161echny obyvatele, v&nbsp;boji o&nbsp;ka\u017ed\u00fd metr ve\u0159ejn\u00e9ho prostoru, zaji\u0161t\u011bn\u00ed zelen\u00fdch ploch a&nbsp;v&nbsp;prosazov\u00e1n\u00ed v\u0161ech pot\u0159ebn\u00fdch funkc\u00ed v&nbsp;\u00fazem\u00ed, p\u0159esto\u017ee triumf v&nbsp;podob\u011b vlastnictv\u00ed v\u011bt\u0161iny pozemk\u016f dr\u017e\u00ed investo\u0159i.<\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">P\u0159es rozd\u00edln\u00e9 \u00fahly pohledu jednotliv\u00fdch akt\u00e9r\u016f jde ve fin\u00e1le v\u0161em o&nbsp;tot\u00e9\u017e: aby m\u011bsto, kter\u00e9 zde vznikne, fungovalo. Za sebe mohu s&nbsp;klidn\u00fdm v\u011bdom\u00edm \u0159\u00edct: u\u017e aby to bylo. M\u011bsto ze v\u0161eho nejv\u00edc pot\u0159ebuje, aby v&nbsp;ka\u017ed\u00e9 jeho \u010d\u00e1sti proudil \u017eivot, aby byla napojen\u00e1 na sv\u00e9 okol\u00ed a&nbsp;p\u0159in\u00e1\u0161ela mu u\u017eitek. To se v&nbsp;sou\u010dasn\u00e9 dob\u011b ned\u011bje. M\u00edsto \u010dek\u00e1.<\/span><\/p>\r\n<p><span style=\"color: #00ccff;\">V tomto kontextu jsou vize, je\u017e studenti p\u0159in\u00e1\u0161ej\u00ed, o&nbsp;to cenn\u011bj\u0161\u00ed. Nejsou zat\u00ed\u017eeny p\u0159\u00edb\u011bhy, z\u00e1jmy a&nbsp;c\u00edli jednotliv\u00fdch akt\u00e9r\u016f, kte\u0159\u00ed dr\u017e\u00ed pozemky. Studenti nab\u00edzej\u00ed podobu prostoru a&nbsp;z\u00e1stavby vych\u00e1zej\u00edc\u00ed z&nbsp;odbornosti, akademick\u00e9ho pohledu a&nbsp;velk\u00e9 p\u0159edstavivosti. Ta pak m\u016f\u017ee poslou\u017eit nejen n\u00e1m, m\u011bstu a&nbsp;investor\u016fm p\u0159i hled\u00e1n\u00ed dohody nad \u00fazem\u00edm, ale i&nbsp;ve\u0159ejnosti, je\u017e m\u00e1 mo\u017en\u00e1 obavy z&nbsp;budouc\u00edch zm\u011bn a&nbsp;na z\u00e1klad\u011b studentsk\u00fdch projekt\u016f si l\u00e9pe p\u0159edstav\u00ed, jak\u00e9 mo\u017enosti se nab\u00edzej\u00ed.
