Jak to tedy s\u00a0Pal\u00e1cem Stromovka v\u00a0\u010dervnu 2015 skute\u010dn\u011b vypad\u00e1?<\/p>\r\n<p>Fakticky st\u00e1le trv\u00e1 stav, kter\u00fd panoval v\u00a0den voleb: investor, spole\u010dnost Hole\u0161ovick\u00fd troj\u00faheln\u00edk, nem\u00e1 platn\u00e9 stavebn\u00ed povolen\u00ed na\u00a0nadzemn\u00ed \u010d\u00e1st budovy (m\u00e1 v\u0161ak platn\u00e9 stavebn\u00ed povolen\u00ed na\u00a0podzemn\u00ed \u010d\u00e1st) a\u00a0rozhodnut\u00ed o\u00a0stavebn\u00edm povolen\u00ed je nyn\u00ed v\u00a0pravomoci stavebn\u00edho \u00fa\u0159adu Magistr\u00e1tu hl. m. Prahy.<\/p>\r\n<p>Ihned po\u00a0sv\u00e9m zvolen\u00ed, v\u00a0prosinci 2014, nov\u00e1 Rada M\u010c Praha&nbsp;7 v\u00a0\u010dele se starostou Janem \u010ci\u017einsk\u00fdm informovala p\u0159\u00edslu\u0161n\u00fd stavebn\u00ed \u00fa\u0159ad o\u00a0pochybnostech platnosti n\u00e1jemn\u00ed smlouvy a\u00a0jej\u00edm spr\u00e1vn\u00e9m pln\u011bn\u00ed ze strany investora, po\u017e\u00e1dala stavebn\u00ed \u00fa\u0159ad o\u00a0p\u0159eru\u0161en\u00ed odvolac\u00edho \u0159\u00edzen\u00ed a\u00a0sou\u010dasn\u011b za\u010dala vyjedn\u00e1vat se z\u00e1stupci investora o\u00a0mo\u017en\u00e9 \u00faprav\u011b projektu tak, aby stavba plnila podm\u00ednky stanoven\u00e9 smlouvou.<\/p>\r\n<p>Investor sice v\u00fdtky m\u011bstsk\u00e9 \u010d\u00e1sti k\u00a0pln\u011bn\u00ed smlouvy odm\u00edtl, ale p\u0159esto v\u00a0b\u0159eznu s\u00e1m o\u00a0sv\u00e9 v\u016fli po\u017e\u00e1dal o\u00a0p\u0159eru\u0161en\u00ed odvolac\u00edho \u0159\u00edzen\u00ed, kter\u00e9 trvalo do\u00a0konce kv\u011btna. V\u00a0tomto obdob\u00ed prob\u011bhlo n\u011bkolik jedn\u00e1n\u00ed mezi z\u00e1stupci m\u011bstsk\u00e9 \u010d\u00e1sti a\u00a0investora, kter\u00e1 uk\u00e1zala, \u017ee investor p\u0159epracuje n\u00e1vrh pouze do\u00a0t\u00e9 m\u00edry, je\u017e nebude vy\u017eadovat nov\u00e9 \u00fazemn\u00ed rozhodnut\u00ed. Veden\u00ed M\u010c Praha&nbsp;7 nicm\u00e9n\u011b trv\u00e1 na\u00a0tom, \u017ee platn\u00e9 \u00fazemn\u00ed rozhodnut\u00ed by investorovi umo\u017enilo postavit budovu, jej\u00ed\u017e n\u00e1pl\u0148 i\u00a0proveden\u00ed je v\u00a0rozporu s\u00a0platnou n\u00e1jemn\u00ed smlouvou.<\/p>\r\n<p>Posun nastal na\u00a0jedn\u00e1n\u00ed koncem b\u0159ezna, na\u00a0kter\u00e9m hlavn\u00ed akcion\u00e1\u0159 a\u00a0vlastn\u00edk investora pan Jonathan Jackson po\u017e\u00e1dal veden\u00ed radnice, aby p\u0159edlo\u017eilo vlastn\u00ed p\u0159edstavu \u0159e\u0161en\u00ed, kter\u00e9 by podm\u00ednky smlouvy napl\u0148ovalo, a\u00a0to i\u00a0bez ohledu na\u00a0st\u00e1vaj\u00edc\u00ed \u00fazemn\u00ed rozhodnut\u00ed.<\/p>\r\n<p><a href=\"https:\/\/praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik.jpg\"><img loading=\"lazy\" src=\"https:\/\/praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik.jpg\" alt=\"\" width=\"1440\" height=\"1046\" class=\"alignnone size-full wp-image-7719\" srcset=\"https:\/\/www.praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik.jpg 1440w, https:\/\/www.praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik-551x400.jpg 551w, https:\/\/www.praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik-768x558.jpg 768w, https:\/\/www.praha7.cz\/wp-content\/uploads\/2017\/10\/2015-07-letensky-trojuhelnik-1377x1000.jpg 1377w\" sizes=\"(max-width: 1440px) 100vw, 1440px\" \/><\/a><\/p>\r\n<p><strong>Nov\u00e1 studie, nov\u00e1 nad\u011bje<br \/>\r\n <\/strong>Jeliko\u017e m\u011bstsk\u00e1 \u010d\u00e1st nen\u00ed investorem projektu Pal\u00e1ce Stromovka, nep\u0159\u00edslu\u0161\u00ed j\u00ed navrhovat vzhled a\u00a0\u0159e\u0161en\u00ed pl\u00e1novan\u00e9 stavby. Nicm\u00e9n\u011b, na\u00a0jedn\u00e1n\u00edch investor \u010dasto opakoval, \u017ee aktu\u00e1ln\u00ed vzhled budovy a\u00a0jej\u00ed funk\u010dn\u00ed n\u00e1pl\u0148, tedy mohutn\u00fd jednolit\u00fd sokl s\u00a0v\u00e1lcovitou v\u011b\u017e\u00ed poj\u00edmaj\u00edc\u00ed pouze obchody a\u00a0kancel\u00e1\u0159e, vych\u00e1z\u00ed z\u00a0podm\u00ednek dan\u00fdch vn\u011bj\u0161\u00edmi okolnostmi a\u00a0p\u0159edpisy a\u00a0\u017ee v\u00a0dan\u00e9 lokalit\u011b nelze prakticky moc odli\u0161nou budovu postavit. Proto se veden\u00ed m\u011bstsk\u00e9 \u010d\u00e1sti v\u00a0reakci na\u00a0v\u00fdzvu investora obr\u00e1tilo na\u00a0renomovan\u00e9 architektonick\u00e9 studio D3A, kter\u00e9 je mimochodem autorem urbanistick\u00e9 koncepce \u010d\u00e1sti Sm\u00edchova a\u00a0obchodn\u00edho centra Nov\u00fd Sm\u00edchov, aby vytvo\u0159ilo tzv. ov\u011b\u0159ovac\u00ed hmotovou studii.<\/p>\r\n<p>Zad\u00e1n\u00edm t\u00e9to studie bylo prov\u011b\u0159it mo\u017enosti, zda a\u00a0jak je na\u00a0dan\u00e9m \u00fazem\u00ed mo\u017en\u00e9 postavit funk\u010dn\u00ed objekt, kter\u00fd pojme obchodn\u00ed i\u00a0kancel\u00e1\u0159sk\u00e9 prostory v\u00a0dostate\u010dn\u00e9 kapacit\u011b, umo\u017en\u00ed v\u00fdstavbu byt\u016f a\u00a0dal\u0161\u00ed funkce specifikovan\u00e9 smlouvou a\u00a0sou\u010dasn\u011b urbanisticky vhodn\u011b dopln\u00ed danou lokalitu.<\/p>\r\n<p>V\u00fdsledkem studie je \u0159e\u0161en\u00ed cel\u00e9ho \u00fazem\u00ed takzvan\u00e9ho Letensk\u00e9ho troj\u00faheln\u00edku, z\u00a0pohledu m\u011bstsk\u00e9 \u010d\u00e1sti spl\u0148uje beze zbytku zad\u00e1n\u00ed a\u00a0nav\u00edc p\u0159in\u00e1\u0161\u00ed i\u00a0velmi kvalitn\u00ed variantu pl\u00e1novan\u00e9 dostavby Parkhotelu.<\/p>\r\n<p>S\u00a0touto studi\u00ed byl investor sezn\u00e1men a\u00a0v\u00a0sou\u010dasn\u00e9 dob\u011b prov\u011b\u0159uje finan\u010dn\u00ed, legislativn\u00ed i\u00a0\u010dasovou n\u00e1ro\u010dnost pr\u00e1ce na\u00a0nov\u00e9m projektu. Letensk\u00fd troj\u00faheln\u00edk<br \/>\r\n <\/strong>Principem n\u00e1vrhu je dopln\u011bn\u00ed letensk\u00e9 m\u011bstsk\u00e9 blokov\u00e9 struktury a&nbsp;p\u0159ehledn\u00e9 a&nbsp;jednozna\u010dn\u00e9 ur\u010den\u00ed tvaru a&nbsp;rozm\u011bru okoln\u00edho ve\u0159ejn\u00e9ho prostranstv\u00ed. Vznikaj\u00ed dv\u011b n\u00e1m\u011bst\u00ed spojen\u00e1 nov\u011b definovan\u00fdm uli\u010dn\u00edm profilem Veletr\u017en\u00ed ulice (o&nbsp;\u0161\u00ed\u0159ce 21 metr\u016f). Horn\u00ed n\u00e1m\u011bst\u00ed z\u00edsk\u00e1v\u00e1 troj\u00faheln\u00edkov\u00fd tvar. Jednu jeho stranu uzav\u00edr\u00e1 objekt Pal\u00e1ce Stromovka. Spodn\u00ed prostranstv\u00ed p\u0159i ulici Dukelsk\u00fdch hrdin\u016f vytv\u00e1\u0159\u00ed d\u016fstojn\u00fd prostor v&nbsp;okol\u00ed st\u00e1vaj\u00edc\u00ed budovy Parkhotelu. Prostor tu vymezuje hrana nov\u00e9 z\u00e1stavby za hotelem a&nbsp;hmota mohutn\u00e9 dvou\u0159ad\u00e9 aleje p\u0159ed policejn\u00edm prezidiem p\u0159i ulici Dukelsk\u00fdch hrdin\u016f. Plocha bloku ur\u010den\u00e1 k&nbsp;z\u00e1stavb\u011b ponech\u00e1v\u00e1 mezi st\u00e1vaj\u00edc\u00ed budovou Parkhotelu a&nbsp;policejn\u00edm prezidiem voln\u00fd ve\u0159ejn\u00fd pr\u016fchod zaji\u0161\u0165uj\u00edc\u00ed optim\u00e1ln\u00ed prostupnost \u00fazem\u00ed. Respektov\u00e1n\u00edm ov\u011b\u0159ovac\u00ed hmotov\u00e9 studie budou v\u0161em \u00fa\u010dastn\u00edk\u016fm procesu zaru\u010deny dohodnut\u00e9 parametry a&nbsp;kvalita z\u00e1stavby. P\u0159edkl\u00e1dan\u00fd koncept je dlouhodobou viz\u00ed rozvoje lokality. Z\u00a0tohoto d\u016fvodu je prvo\u0159ad\u00fdm ve\u0159ejn\u00fdm z\u00e1jmem p\u0159edev\u0161\u00edm dlouhodob\u00e1 u\u017eitn\u00e1 hodnota vznikl\u00e9 stavby. V\u00a0debat\u011b s\u00a0investorem tedy nejde o&nbsp;to, zda stav\u011bt, \u010di nikoliv, ale o&nbsp;to, jak stav\u011bt. Veden\u00ed radnice Prahy&nbsp;7 je p\u0159esv\u011bd\u010deno, \u017ee je nutn\u00e9 postavit kvalitn\u00ed multifunk\u010dn\u00ed m\u011bstskou budovu, kter\u00e1 d\u00edky flexibiln\u00ed n\u00e1plni nejl\u00e9pe odol\u00e1 rychl\u00fdm zm\u011bn\u00e1m spot\u0159ebitelsk\u00fdch trend\u016f a&nbsp;kter\u00e1 bude v\u00a0budoucnu pro m\u011bstsk\u00fd majetek p\u0159\u00ednosem, tak jak ostatn\u011b stanovila ji\u017e smlouva z\u00a0roku 2002. Tato smlouva jasn\u011b \u0159\u00edk\u00e1, \u017ee p\u0159edm\u011btem v\u00fdstavby m\u00e1 b\u00fdt multifunk\u010dn\u00ed obchodn\u00ed d\u016fm s\u00a0pam\u00e1tn\u00edkem, kulturn\u00edm centrem, radnic\u00ed a&nbsp;malometr\u00e1\u017en\u00edmi byty. S\u00a0t\u00edm ale sou\u010dasn\u00fd projekt nepo\u010d\u00edt\u00e1. \u201eV\u00edt\u00e1me p\u0159\u00edsliby investora um\u00edstit do budovy i&nbsp;ve\u0159ejn\u00e9 instituce, av\u0161ak tyto pl\u00e1ny musej\u00ed b\u00fdt konfrontov\u00e1ny s\u00a0realitou.
