U\u017e jste se na cest\u00e1ch v\u00fdhodn\u011b ubytovali v\u00a0soukrom\u00e9m byt\u011b? Pro\u010d taky ne \u2013 je to modern\u00ed, jednoduch\u00e9, praktick\u00e9 a\u00a0je\u0161t\u011b ke v\u0161emu levn\u00e9. Podobn\u011b jako sd\u00edlen\u00e9 kolob\u011b\u017eky, kter\u00e9 u\u017e p\u0159es rok zaplavuj\u00ed ulice Prahy, ale i\u00a0\u201ehotel\u201c v\u00a0dom\u011b p\u0159en\u00e1\u0161\u00ed mnoho negativ na sv\u00e9 okol\u00ed.<\/span><\/p>\r\n<p>[\/perex]<\/p>\r\n<p class=\"Z-kladn--odstavec\"><span class=\"CharOverride-5\">Slu\u017eba <a href=\"https:\/\/www.airbnb.cz\/\">Airbnb<\/a> (\u010dti \u00e9r b\u00ed en b\u00ed) funguje v\u00a0\u010cesk\u00e9 republice od roku 2009 a\u00a0v\u0161echno to na za\u010d\u00e1tku zn\u011blo poh\u00e1dkov\u011b. Pronajmete turist\u016fm sv\u016fj voln\u00fd pokoj, p\u0159id\u00e1te sn\u00eddani a\u00a0t\u0159eba i\u00a0tip na obl\u00edben\u00fd podnik nebo pam\u011btihodnost a\u00a0vyd\u011bl\u00e1te. Turismu se v\u00a0Praze nav\u00edc dlouhodob\u011b da\u0159\u00ed. Loni se Praha um\u00edstila na 7.&nbsp;m\u00edst\u011b nejobl\u00edben\u011bj\u0161\u00edch destinac\u00ed na sv\u011bt\u011b a\u00a0zav\u00edtalo k\u00a0n\u00e1m v\u00edce ne\u017e 6,5 milionu zahrani\u010dn\u00edch turist\u016f. Nen\u00ed proto divu, \u017ee zde kvete i\u00a0takzvan\u00e9 sd\u00edlen\u00e9 bydlen\u00ed. Krom\u011b Airbnb m\u016f\u017eete ubytov\u00e1n\u00ed v\u00a0soukrom\u00ed naj\u00edt na dal\u0161\u00edch zhruba t\u0159iceti platform\u00e1ch, jako jsou nap\u0159\u00edklad Booking.com, HomeAway, Flipkey nebo House Trip. Airbnb nicm\u00e9n\u011b obsluhuje 40 procent \u010desk\u00e9ho trhu a\u00a0loni se jeho prost\u0159ednictv\u00edm v\u00a0\u010cR ubytovalo 1,2 milionu lid\u00ed.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec\"><span class=\"CharOverride-1\"><strong>Kde domov m\u016fj?<\/strong><br \/>\r\n<\/span><span class=\"CharOverride-5\">Kdy\u017e se ale z\u00a0bytu ve va\u0161em sousedstv\u00ed stane ubytovna, kde se dve\u0159e netrhnou <\/span><span class=\"CharOverride-5\">a\u00a0co dva dny se tu st\u0159\u00eddaj\u00ed nov\u00ed host\u00e9, nemus\u00ed to b\u00fdt v\u017edy p\u0159\u00edjemn\u00e9. Sv\u00e9 o\u00a0tom v\u00ed Martin Poppr z\u00a0ulice Franti\u0161ka K\u0159\u00ed\u017eka. \u201eV\u00a0na\u0161em dom\u011b je \u010dasto hluk, nepo\u0159\u00e1dek a\u00a0v\u00fdjimkou bohu\u017eel nen\u00ed ani ru\u0161en\u00ed no\u010dn\u00edho klidu. Jednou jsem dokonce volal policii kv\u016fli dom\u00e1c\u00edmu n\u00e1sil\u00ed mezi ubytovan\u00fdmi, dvakr\u00e1t musela moje \u017eena, kdy\u017e jsem nebyl doma, uprost\u0159ed noci \u0159e\u0161it to, \u017ee si na\u0161i Airbnb sousedi zabouchli kl\u00ed\u010de. Nemohli se dostat do bytu a\u00a0za\u010dali budit sousedy. Ne\u017e aby vzbudili cel\u00fd d\u016fm, rad\u0161i jim tehdy sehnala z\u00e1me\u010dn\u00edka. Ti lid\u00e9 n\u011bco provedou, vy jim domluv\u00edte, oni to uznaj\u00ed a\u00a0omluv\u00ed se, ale u\u017e druh\u00fd den m\u016f\u017ee cel\u00e1 anab\u00e1ze za\u010d\u00edt nanovo s\u00a0novou v\u00e1rkou turist\u016f.\u201c<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">P\u0159esto\u017ee v\u011bt\u0161ina n\u00e1v\u0161t\u011bvn\u00edk\u016f na\u0161eho m\u011bsta se chov\u00e1 slu\u0161n\u011b a\u00a0ohledupln\u011b, v\u017edy se bohu\u017eel najdou i\u00a0tac\u00ed, kte\u0159\u00ed zp\u016fsobuj\u00ed probl\u00e9my. Na port\u00e1lu iniciativy <a href=\"https:\/\/sites.google.com\/site\/snesitelnebydleni\/\">Snesiteln\u00e9 bydlen\u00ed <\/a><\/span><span class=\"CharOverride-5\">v\u00a0centru Prahy najdete podobn\u00fdch st\u00ed\u017enost\u00ed stovky. Podle \u010d\u00edsel, kter\u00e1 iniciativa shroma\u017e\u010fuje na sv\u00e9m webu, m\u00e1 zat\u00edm negativn\u00ed zku\u0161enost s\u00a0neuk\u00e1zn\u011bn\u00fdmi turisty 2720 obyvatel Prahy. (Pro zaj\u00edmavost v\u00a0dob\u011b p\u0159\u00edpravy tohoto \u010dl\u00e1nku zhruba p\u0159ed 6 t\u00fddny to p\u0159itom bylo \u201ejen\u201c 2169 osob.) Iniciativu zalo\u017eil Petr M\u011bsteck\u00fd, kter\u00fd vede sdru\u017een\u00ed vlastn\u00edk\u016f byt\u016f ve dvou domech v\u00a0R\u016f\u017eov\u00e9 ulici nedaleko hlavn\u00edho n\u00e1dra\u017e\u00ed a\u00a0v\u00a0p\u0159\u00edm\u00e9m p\u0159enosu sleduje postupnou prom\u011bnu sv\u00e9ho domu na hotel. Moment\u00e1ln\u011b se v\u00a0jeho dom\u011b pronaj\u00edm\u00e1 sedm byt\u016f.\u00a0<\/span><span class=\"CharOverride-5\">\u201eMlad\u0161\u00ed dcera chod\u00ed na prvn\u00ed stupe\u0148 Z\u0160, a\u00a0kdy\u017e se vrac\u00ed dom\u016f, m\u00e1 mnohdy probl\u00e9m se sem v\u016fbec dostat. Vchodov\u00e9 dve\u0159e jsou \u010dasto ucpan\u00e9 hejnem podnapil\u00fdch kou\u0159\u00edc\u00edch cizinc\u016f, nen\u00ed to nic p\u0159\u00edjemn\u00e9ho. Domov by p\u0159itom m\u011bl b\u00fdt m\u00edstem, kde se c\u00edt\u00edte bezpe\u010dn\u011b, kde m\u016f\u017eete po pr\u00e1ci vydechnout, kde m\u00e1te pocit jistoty, kter\u00fd sd\u00edl\u00edte se \u010dleny sv\u00e9 rodiny,\u201c l\u00ed\u010d\u00ed sv\u00e9 z\u00e1\u017eitky Petr M\u011bsteck\u00fd.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Se svou konkr\u00e9tn\u00ed zku\u0161enost\u00ed se k\u00a0iniciativ\u011b m\u016f\u017ee p\u0159ipojit naprosto kdokoliv. \u201e\u010c\u00edm v\u00edc n\u00e1s bude, t\u00edm v\u00edc snad bude n\u00e1\u0161 hlas i\u00a0sly\u0161et,\u201c apeluje M\u011bsteck\u00fd na dal\u0161\u00ed posti\u017een\u00e9.\u00a0<\/span><span class=\"CharOverride-5\">Je toti\u017e zcela z\u0159ejm\u00e9, \u017ee provozovatel\u00e9 Airbnb \u010dasto podnikaj\u00ed na \u00fakor sv\u00fdch soused\u016f, a\u00a0<\/span><span class=\"CharOverride-5\">takov\u00fdto byznys nem\u00e1 s\u00a0p\u016fvodn\u00ed my\u0161lenkou sd\u00edlen\u00e9ho ubytov\u00e1n\u00ed nic spole\u010dn\u00e9ho.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec\"><strong><span class=\"CharOverride-1\">Altruismus versus pen\u00edze<br \/>\r\n<\/span><\/strong><span class=\"CharOverride-5\">Pohostinnost a\u00a0sd\u00edlen\u00ed domova s\u00a0n\u00e1v\u0161t\u011bvn\u00edky byly odjak\u017eiva tradi\u010dn\u00ed sou\u010d\u00e1st\u00ed mnoha kultur. Marco Polo p\u0159i sv\u00fdch cest\u00e1ch Asi\u00ed dokonce narazil na n\u00e1rod, kde mu hostitel krom\u011b sv\u00e9 postele nab\u00eddl i\u00a0vlastn\u00ed man\u017eelku.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">U\u017e od roku 1952 funguje po cel\u00e9m sv\u011bt\u011b komunita lid\u00ed s\u00a0n\u00e1zvem Servas, kte\u0159\u00ed se nezdr\u00e1haj\u00ed otev\u0159\u00edt sv\u00e9 domovy a\u00a0ubytov\u00e1vaj\u00ed jak turisty, tak nap\u0159\u00edklad studenty z\u00a0ciziny, a\u00a0to zcela zdarma. D\u00edky internetu a\u00a0rozmachu cestov\u00e1n\u00ed se objevila \u0159ada podobn\u00fdch altruistick\u00fdch platforem, jako je nap\u0159\u00edklad Couchsurfing. Cestovatel\u016fm nab\u00edz\u00ed ubytov\u00e1n\u00ed zdarma t\u0159eba za protislu\u017ebu ve form\u011b umyt\u00ed n\u00e1dob\u00ed nebo uva\u0159en\u00ed ve\u010de\u0159e a\u00a0<\/span><span class=\"CharOverride-5\">tak\u00e9 mo\u017enost bezpro<\/span><span class=\"CharOverride-5\">st\u0159edn\u011b poznat m\u00edstn\u00ed \u017eivot o\u010dima hostitel\u016f. Ti <\/span><span class=\"CharOverride-5\">se d\u00edky sv\u00fdm host\u016fm na chvilku ocitnou taky tak trochu na cest\u00e1ch, poznaj\u00ed lidi z\u00a0jin\u00fdch kultur a\u00a0jejich pohostinnost jim vr\u00e1t\u00ed zase n\u011bkdo jin\u00fd. Cel\u00fd syst\u00e9m funguje na z\u00e1klad\u011b referenc\u00ed, kter\u00e9 si lid\u00e9 vz\u00e1jemn\u011b p\u00ed\u0161\u00ed.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">V\u00a0roce 2008 p\u0159i\u0161lo Airbnb a\u00a0trochu jako Mefisto ve Faustovi sv\u00fdm jemn\u00fdm na\u0161ept\u00e1v\u00e1n\u00edm tento do zna\u010dn\u00e9 m\u00edry idealistick\u00fd stav naru\u0161ilo. Jeho \u201enaivn\u00ed\u201c ot\u00e1zka zn\u011bla: pro\u010d p\u0159i tom v\u0161em i\u00a0nevyd\u011blat? Jakmile ale do hry vstoupily pen\u00edze a\u00a0samoz\u0159ejm\u011b masov\u00fd turismus s\u00a0levn\u00fdmi letenkami, kouzlo sd\u00edlen\u00e9ho cestov\u00e1n\u00ed bylo ztraceno. Hostitel u\u017e nemus\u00ed cestovatele v\u00edtat a\u00a0v\u011bnovat se mu, vlastn\u011b se v\u016fbec nemus\u00ed vid\u011bt. A\u00a0v\u011bt\u0161in\u011b dne\u0161n\u00edch turist\u016f kontakt s\u00a0<\/span><span class=\"CharOverride-5\">m\u00edstn\u00edmi ani nechyb\u00ed.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">\u201eD\u0159\u00edv to nebyla tak masov\u00e1 z\u00e1le\u017eitost a\u00a0host\u00e9 se mnou cht\u011bli opravdu tr\u00e1vit \u010das, t\u0159eba se proj\u00edt po Praze. Pak bylo ale nab\u00eddek v\u00edc a\u00a0v\u00edc, a\u00a0samoz\u0159ejm\u011b \u017ee jsem se potkal i\u00a0s\u00a0t\u011bmi, kte\u0159\u00ed se zav\u0159eli do pokoje a\u00a0cel\u00fd den z\u00a0n\u011bj nevy\u0161li,\u201c popisuje sv\u00e9 zku\u0161enosti Michal <\/span><span class=\"CharOverride-5\">z\u00a0Prahy&nbsp;7, kter\u00fd sv\u016fj pokoj <\/span><span class=\"CharOverride-5\">nab\u00edzel mnoho let zdarma prost\u0159ednictv\u00edm zm\u00ed<\/span><span class=\"CharOverride-5\">n\u011bn\u00e9ho Couchsurfingu a\u00a0od roku 2015 z\u00edsk\u00e1val sv\u00e9 hosty na platform\u011b Airbnb. Tak\u00e9 zde maj\u00ed host\u00e9 i\u00a0hostitel\u00e9 sv\u00e9 reference, kter\u00e9 mohou upozornit na p\u0159\u00edpadn\u00e9 probl\u00e9my. Platforma ale tak\u00e9 zavedla slu\u017ebu okam\u017eit\u00e9 rezervace, kdy u\u017e majitel nemus\u00ed sv\u00e9 hosty schvalovat pr\u00e1v\u011b na z\u00e1klad\u011b referenc\u00ed, co\u017e samoz\u0159ejm\u011b vyhovuje lidem, kte\u0159\u00ed pronaj\u00edmaj\u00ed \u0159adu byt\u016f a\u00a0vlastn\u011b je jim tak trochu jedno, koho ubytuj\u00ed.<\/span><\/p>\r\n<p><a href=\"https:\/\/www.praha7.cz\/sousedi-na-jednu-noc\/airbnb_04\/\" rel=\"attachment wp-att-32600\"><img loading=\"lazy\" src=\"https:\/\/www.praha7.cz\/wp-content\/uploads\/2020\/01\/Airbnb_04-658x1000.jpg\" alt=\"\" width=\"640\" height=\"973\" class=\"alignnone size-large wp-image-32600\" srcset=\"https:\/\/www.praha7.cz\/wp-content\/uploads\/2020\/01\/Airbnb_04-658x1000.jpg 658w, https:\/\/www.praha7.cz\/wp-content\/uploads\/2020\/01\/Airbnb_04-263x400.jpg 263w, https:\/\/www.praha7.cz\/wp-content\/uploads\/2020\/01\/Airbnb_04-768x1167.jpg 768w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\r\n<p class=\"Z-kladn--odstavec\"><strong><span class=\"CharOverride-1\">V\u00fdhodn\u00fd byznys<br \/>\r\n<\/span><\/strong><span class=\"CharOverride-5\">P\u0159esto\u017ee p\u016fvodn\u00ed ideou Airbnb bylo, \u017ee pronaj\u00edm\u00e1te pr\u00e1zdn\u00fd pokoj\u00edk a\u00a0tr\u00e1v\u00edte se sv\u00fdm hostem \u010das, pop\u0159\u00edpad\u011b \u017ee sv\u016fj byt n\u011bkomu p\u0159enech\u00e1te jednou a\u017e dvakr\u00e1t ro\u010dn\u011b, kdy\u017e si zrovna u\u017e\u00edv\u00e1te dovolen\u00fdch a\u00a0pr\u00e1zdnin, v\u00a0sou\u010dasnosti se z\u00a0toho stal lukrativn\u00ed byznys.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Z\u00a0anal\u00fdzy, kterou si nechalo zpracovat veden\u00ed magistr\u00e1tu a\u00a0kter\u00e1 je ve\u0159ejn\u011b dostupn\u00e1 na str\u00e1nce www.golemio.cz, toti\u017e vypl\u00fdv\u00e1, \u017ee ve v\u011bt\u0161in\u011b byt\u016f pronaj\u00edman\u00fdch <\/span><span class=\"CharOverride-5\">v\u00a0Praze skrze Airbnb nikdo nebydl\u00ed. V\u00a0metropoli si m\u016f\u017eete vybrat z\u00a012&nbsp;976 m\u00edst a\u00a0v\u00a083 procentech p\u0159\u00edpad\u016f jde o\u00a0cel\u00e9 byty. Skute\u010dnost, \u017ee si je majitel\u00e9 po\u0159\u00eddili pouze jako v\u00fdhodnou investici a\u00a0byt jinak nepou\u017e\u00edvaj\u00ed, je zcela z\u0159ejm\u00e1 i\u00a0z\u00a0fotek na jednotliv\u00fdch profilech. Jsou to opravdu hotelov\u00e9 pokoje, ani stopy po norm\u00e1ln\u00edm ka\u017edodenn\u00edm bydlen\u00ed.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Z\u00a0my\u0161lenky sd\u00edlen\u00e9ho ubytov\u00e1n\u00ed tak zbyly jen sd\u00edlen\u00e9 n\u00e1klady, a\u0165 u\u017e jde o\u00a0hluk, po\u0161kozen\u00ed v\u00fdtahu \u010di dal\u0161\u00edch spole\u010dn\u00fdch prostor domu, zat\u00edmco v\u00fdnosy jsou zcela priv\u00e1tn\u00ed. \u201eV\u00fdhodnost tohoto byznys modelu je postavena pr\u00e1v\u011b na skute\u010dnosti nedobrovoln\u00e9ho sd\u00edlen\u00ed n\u00e1klad\u016f <\/span><span class=\"CharOverride-5\">s\u00a0ostatn\u00edmi, tedy s\u00a0n\u00e1mi v\u0161emi. Jde o\u00a0okupov\u00e1n\u00ed spole\u010dn\u00fdch prostor na\u0161ich dom\u016f. N\u00e1s se na to nikdo neptal, p\u0159esto se na t\u011bchto nemal\u00fdch n\u00e1kladech, kter\u00e9 t\u00edm, \u017ee n\u00e1s, zdarma omezuj\u00ed, generuj\u00ed nemal\u00e9 zisky, nedobrovoln\u011b pod\u00edl\u00edme,\u201c glosuje Jan Eisenreich, pr\u00e1vn\u00edk spolupracuj\u00edc\u00ed s\u00a0iniciativou Snesiteln\u00e9 bydlen\u00ed.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">P\u0159edstavitel\u00e9 Airbnb, se kter\u00fdmi m\u016f\u017eete coby novin\u00e1\u0159 komunikovat pouze v\u00a0angli\u010dtin\u011b, opakuj\u00ed, \u017ee sv\u00e9 hostitele i\u00a0hosty dlouhodob\u011b nab\u00e1daj\u00ed k\u00a0dodr\u017eov\u00e1n\u00ed pravidel i\u00a0ke slu\u0161n\u00e9mu chov\u00e1n\u00ed. Pro nespokojen\u00e9 sousedy na sv\u00fdch str\u00e1nk\u00e1ch dokonce ned\u00e1vno z\u0159\u00eddili i\u00a0online formul\u00e1\u0159, jeho\u017e prost\u0159ednictv\u00edm si mohou na probl\u00e9my s\u00a0hosty post\u011b\u017eovat. Slu\u017ebu naleznete na <a href=\"http:\/\/www.airbnb.cz\/neighbors\">www.airbnb.cz\/neighbors<\/a>. Jak p\u0159esn\u011b funguje, jsme ale vyzkou\u0161et nestihli.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Negativn\u00ed dopady fenom\u00e9nu Airbnb si uv\u011bdomuje <\/span><span class=\"CharOverride-5\">i\u00a0pra\u017esk\u00fd magistr\u00e1t, kter\u00fd proto pro oblast kr\u00e1tkodob\u00fdch pron\u00e1jm\u016f z\u0159\u00eddil speci\u00e1ln\u00ed komisi. \u201eSt\u00e1l\u00ed obyvatel\u00e9 maj\u00ed z\u00e1konn\u00e9 pr\u00e1vo na neru\u0161en\u00e9 u\u017e\u00edv\u00e1n\u00ed vlastn\u00edch byt\u016f. A\u00a0s\u00a0t\u00edm je provoz kr\u00e1tkodob\u00e9ho ubytov\u00e1n\u00ed v\u00a0obrovsk\u00e9m konfliktu. Turist\u00e9 se nau\u010dili pronajmout si byt, koupit pro n\u011b levn\u00fd alkohol a\u00a0v\u00a0kulis\u00e1ch malebn\u00e9ho m\u011bsta uspo\u0159\u00e1dat party. To je neudr\u017eiteln\u00e1 situace,\u201c apeluje m\u00edstostarosta Sedmi\u010dky Pavel Zelenka, kter\u00fd je sou\u010dasn\u011b za hnut\u00ed PRAHA SOB\u011a \u010dlenem zm\u00edn\u011bn\u00e9 magistr\u00e1tn\u00ed komise.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Negativa ov\u0161em nenesou jen soused\u00e9, ale t\u0159eba i\u00a0spr\u00e1vce ve\u0159ejn\u00e9ho osv\u011btlen\u00ed spole\u010dnost Technologie hlavn\u00edho m\u011bsta Prahy (THMP). Posledn\u00ed kapkou bylo, kdy\u017e se za\u010dalo \u0159e\u0161it, \u017ee by se hostitel\u00e9 m\u011bli u\u00a0finan\u010dn\u00edch \u00fa\u0159ad\u016f registrovat jako osoby identifikovan\u00e9 k\u00a0DPH a\u00a0n\u00e1sledn\u011b kv\u016fli servisn\u00edm poplatk\u016fm, kter\u00e9 \u00fa\u010dtuje Airbnb jako zahrani\u010dn\u00ed spole\u010dnost, pos\u00edlat dal\u0161\u00ed v\u00fdkazy a\u00a0odv\u00e1d\u011bt DPH z\u00a0t\u011bchto poplatk\u016f. V\u00a0m\u00e9m p\u0159\u00ed<\/span><span class=\"CharOverride-5\">pad\u011b by asi \u0161lo o\u00a0p\u00e1r set korun ro\u010dn\u011b, ale bylo by to dal\u0161\u00ed nep\u0159\u00edjemn\u00e9 pap\u00edrov\u00e1n\u00ed. Odhadem toti\u017e tyto poplatky neplat\u00ed dvacet a\u017e pades\u00e1t procent v\u0161ech u\u017eivatel\u016f Airbnb a\u00a0ned\u00e1vn\u00e1 anal\u00fdza uk\u00e1zala, \u017ee celkem by si mohla pra\u017esk\u00e1 kasa p\u0159ij\u00edt a\u017e na 49 milion\u016f korun.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">V\u00a0parlamentu byla ned\u00e1vno schv\u00e1lena novela z\u00e1kona o\u00a0m\u00edstn\u00edch poplatc\u00edch, je\u017e zvy\u0161uje poplatek ze st\u00e1vaj\u00edc\u00edch 15&nbsp;K\u010d za den na maxim\u00e1ln\u011b 21&nbsp;K\u010d za den a\u00a0od roku 2021 a\u017e 50&nbsp;K\u010d za den. Konkr\u00e9tn\u00ed v\u00fd\u0161i poplatk\u016f si nov\u011b m\u016f\u017ee nastavit ka\u017ed\u00e1 obec podle sv\u00fdch pot\u0159eb a\u017e do v\u00fd\u0161e dan\u00e9 z\u00e1konem. Vyb\u00edr\u00e1n\u00ed poplatku se nav\u00edc ji\u017e nevztahuje jen na prostory kolaudovan\u00e9 pro ubytov\u00e1n\u00ed. To znamen\u00e1, \u017ee pokud je za pobyt vyb\u00edr\u00e1na \u00faplata, t\u00fdk\u00e1 se m\u00edstn\u00ed poplatek i\u00a0ubytov\u00e1n\u00ed v\u00a0ateli\u00e9rech, zahrad\u00e1ch, na louk\u00e1ch a\u00a0samoz\u0159ejm\u011b <\/span><span class=\"CharOverride-5\">v\u00a0bytech. Poplatky budou jist\u011b v\u00edtan\u00fdm p\u0159\u00edjmem m\u011bstsk\u00fdch pokladen, probl\u00e9my s\u00a0neuk\u00e1zn\u011bn\u00fdmi hosty a\u00a0z\u00e1t\u011b\u017e pro bytov\u00e9 domy ale v\u00a0\u017e\u00e1dn\u00e9m p\u0159\u00edpad\u011b nevy\u0159e\u0161\u00ed. Snahou magistr\u00e1tu je tak z\u00edskat pravomoc pro dal\u0161\u00ed regulaci.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">\u201ePot\u0159ebujeme definici podnik\u00e1n\u00ed s\u00a0ubytov\u00e1n\u00edm, kter\u00e1 by mohla b\u00fdt opravdu jednoduch\u00e1, nap\u0159\u00edklad po\u010det uzav\u0159en\u00fdch smluv ro\u010dn\u011b. Pokud pronaj\u00edm\u00e1te byt dlouhodob\u011b, m\u00e1te n\u011bjak\u00e9 v\u00fdpov\u011bdn\u00ed lh\u016fty atd., tak\u017ee t\u0159eba 4\u20136 smluv ro\u010dn\u011b by mohlo b\u00fdt maximum a\u00a0mohlo by to b\u00fdt pova\u017eov\u00e1no za nepodnikatelskou \u010dinnost. Do tohoto po\u010dtu se pohodln\u011b vejde i\u00a0p\u016fvodn\u00ed \u00fa\u010del Airbnb \u2013 tedy kr\u00e1tkodob\u00fd pron\u00e1jem ob\u00fdvan\u00e9ho bytu po dobu dovolen\u00e9 nebo pracovn\u00ed cesty,\u201c shrnuje Pavel Zelenka.<\/span><\/p>\r\n<p class=\"Z-kladn--odstavec ParaOverride-2\"><span class=\"CharOverride-5\">Dle st\u00e1vaj\u00edc\u00ed legislativy je ale Praha v\u00a0t\u00e9to oblasti zat\u00edm zcela bezmocn\u00e1. To si \u017e\u00e1d\u00e1 \u00fapravu z\u00e1kona, <\/span><span class=\"CharOverride-5\">a\u00a0proto\u017ee probl\u00e9m Airbnb tr\u00e1p\u00ed hlavn\u011b Pra\u017e\u00e1ky, v\u00a0celorepublikov\u00e9m parlamentu moment\u00e1ln\u011b moc nerezonuje. \u201eV\u00a0parlamentu se domlouvaj\u00ed pra\u017e\u0161t\u00ed poslanci nap\u0159\u00ed\u010d stranami na z\u00e1konod\u00e1rn\u00e9 iniciativ\u011b, ale Praha m\u00e1 jen 24 poslanc\u016f z\u00a0200 a\u00a0z\u00e1jem mimopra\u017esk\u00fdch o\u00a0toto t\u00e9ma, kter\u00e9 je opravdu hodn\u011b lokalizovan\u00e9 do Prahy a\u00a0asi \u010cesk\u00e9ho Krumlova, je n\u00edzk\u00fd. N\u011bkolik m\u011bs\u00edc\u016f ji\u017e prob\u00edhaj\u00ed vyjedn\u00e1v\u00e1n\u00ed p\u0159\u00edmo se z\u00e1stupci Airbnb. \u201eSpolupracujeme ji\u017e s\u00a0v\u00edce ne\u017e 500 org\u00e1ny ve\u0159ejn\u00e9 spr\u00e1vy a\u00a0organizacemi po cel\u00e9m sv\u011bt\u011b s\u00a0c\u00edlem propagovat odpov\u011bdn\u00fd cestovn\u00ed ruch, usnadnit v\u00fdb\u011br turistick\u00fdch poplatk\u016f a\u00a0umo\u017enit sd\u00edlen\u00ed bydlen\u00ed. Chceme pokra\u010dovat v\u00a0zav\u00e1d\u011bn\u00ed \u00fa\u010dinn\u00fdch opat\u0159en\u00edch, kter\u00e1 se vztahuj\u00ed na cel\u00e9 odv\u011btv\u00ed a\u00a0funguj\u00ed pro ka\u017ed\u00e9ho v\u00a0\u010cesku.
