S\u00a0ka\u017ed\u00fdm nov\u00fdm bytem \u010di kancel\u00e1\u0159\u00ed ale samoz\u0159ejm\u011b p\u0159ib\u00fdv\u00e1 tak\u00e9 odpadu, aut, pasa\u017e\u00e9r\u016f MHD, d\u011bt\u00ed ve \u0161kolk\u00e1ch a\u00a0\u0161kol\u00e1ch \u010di pacient\u016f ve zdravotnick\u00fdch za\u0159\u00edzen\u00edch. <\/span><span class=\"CharOverride-60\">V\u011bt\u0161inu z\u00a0t\u011bchto slu\u017eeb takzvan\u00e9 ob\u010dansk\u00e9 vybavenosti <\/span><span class=\"CharOverride-60\">mus\u00ed pak zajistit radnice ze sv\u00e9ho rozpo\u010dtu. Stalo se proto dobr\u00fdm zvykem, \u017ee investor nov\u00e9ho projektu na <\/span><span class=\"CharOverride-60\">rozvoj t\u011bchto slu\u017eeb dobrovoln\u011b p\u0159isp\u011bje do m\u011bstsk\u00e9ho <\/span><span class=\"CharOverride-60\">rozpo\u010dtu. Transparentnost t\u011bchto p\u0159\u00edsp\u011bvk\u016f nyn\u00ed na Sedmi\u010dce zaji\u0161\u0165uj\u00ed jednotn\u00e1 pravidla.<\/span><\/p>\r\n<p>[\/perex]<\/p>\r\n<div id=\"_idContainer544\" class=\"Z-kladn--textov\u00fd-r-me\u010dek\">\r\n<p class=\"Z-kladn--odstavec ParaOverride-8\"><span class=\"CharOverride-6\">Nov\u00e1 v\u00fdstavba je samoz\u0159ejm\u011b pro rozvoj ka\u017ed\u00e9ho m\u011bsta d\u016fle\u017eit\u00e1. Na druhou stranu p\u0159edstavuje pro veden\u00ed obc\u00ed de facto komplikaci. Zat\u00edmco investo\u0159i cht\u011bj\u00ed stav\u011bt a\u00a0z\u00edskat z\u00a0plochy co nejv\u00edce byt\u016f a\u00a0kancel\u00e1\u0159\u00ed, dal\u0161\u00ed rozvoj jak\u00e9koliv obce znamen\u00e1 z\u00e1t\u011b\u017e pro st\u00e1vaj\u00edc\u00ed obyvatele, lokalitu i\u00a0ve\u0159ejn\u00fd rozpo\u010det. Nejv\u00edce se probl\u00e9m ukazuje na kapacit\u00e1ch mate\u0159sk\u00fdch a\u00a0z\u00e1kladn\u00edch \u0161kol. M\u011bstsk\u00e1 \u010d\u00e1st stejn\u011b jako jak\u00e1koliv obec m\u00e1 toti\u017e ze z\u00e1kona povinnost zajistit jak dostatek m\u00edst v\u00a0t\u011bchto vzd\u011bl\u00e1vac\u00edch za\u0159\u00edzen\u00edch, tak zdravotn\u00ed a\u00a0soci\u00e1ln\u00ed p\u00e9\u010di a\u00a0p\u00e9\u010di o\u00a0seniory. Na rozd\u00edl od minulosti <\/span><span class=\"CharOverride-6\">k\u00a0tomu v\u0161ak m\u00e1 jen velice omezen\u00e9 pravomoci i\u00a0rozpo\u010det.<\/span><\/p>\r\n<\/div>\r\n<div id=\"_idContainer545\" class=\"_idGenObjectStyleOverride-3\">\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">\u201eZa prvn\u00ed republiky vyd\u00e1valy stavebn\u00ed povolen\u00ed obce a\u00a0m\u011bsta, n\u011bkde dokonce s\u00e1m starosta. Veden\u00ed m\u011bst tak neslo zodpov\u011bdnost za celkov\u00fd rozvoj obce, z\u00e1rove\u0148 jej ale d\u00edky povolovac\u00edmu procesu m\u011blo de facto pod kontrolou. Podobn\u011b to dodnes funguje v\u00a0mnoha zem\u00edch Evropy. U\u00a0n\u00e1s ale ji\u017e od \u0161edes\u00e1t\u00fdch let spad\u00e1 \u00fazemn\u00ed \u0159\u00edzen\u00ed i\u00a0vyd\u00e1v\u00e1n\u00ed stavebn\u00edch povolen\u00ed do kompetence st\u00e1tu, m\u011bstsk\u00e1 \u010d\u00e1st m\u00e1 tak jen velmi omezen\u00e9 mo\u017enosti, jak sv\u016fj rozvoj regulovat,\u201c vysv\u011btluje dne\u0161n\u00ed problematick\u00e9 postaven\u00ed obc\u00ed i\u00a0m\u011bstsk\u00fdch \u010d\u00e1st\u00ed radn\u00ed pro rozvoj Prahy&nbsp;7 Lenka Burgerov\u00e1.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Nav\u00edc s\u00a0reformou samospr\u00e1vy a\u00a0<\/span><span class=\"CharOverride-6\">z\u00e1nikem okresn\u00edch \u00fa\u0159ad\u016f se stavebn\u00ed \u00fa\u0159ady staly sou\u010d\u00e1st\u00ed jednotliv\u00fdch radnic\u00a0\u2013 s\u00eddl\u00ed tedy ve stejn\u00e9 budov\u011b, nicm\u00e9n\u011b se samospr\u00e1vou nemaj\u00ed nic spole\u010dn\u00e9ho, jde o\u00a0org\u00e1n st\u00e1tn\u00ed spr\u00e1vy, na n\u011bj\u017e radnice nem\u00e1 \u017e\u00e1dn\u00fd vliv. Spole\u010dn\u00e9 s\u00eddlo v\u00a0jedn\u00e9 budov\u011b je v\u0161ak pro \u0159adu lid\u00ed matouc\u00ed.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-58\"><strong>Rozvoj m\u011bst na Z\u00e1pad\u011b<\/strong><br \/>\r\n<\/span><span class=\"CharOverride-6\">Ve v\u011bt\u0161in\u011b z\u00e1padn\u00edch zem\u00ed maj\u00ed obce d\u00edky rozhodovac\u00ed pravomoci s\u00a0developery a\u00a0investory mnohem u\u017e\u0161\u00ed vztah. Obce rozhoduj\u00ed, reguluj\u00ed sv\u016fj dal\u0161\u00ed rozvoj a\u00a0kladou si podm\u00ednky\u00a0\u2013 a\u0165 u\u017e je to v\u00fdstavba mate\u0159sk\u00e9 \u0161koly v\u00a0are\u00e1lu nov\u00e9ho bytov\u00e9ho komplexu, nebo finan\u010dn\u00ed p\u0159\u00edsp\u011bvek do rozpo\u010dtu radnice. \u201eNap\u0159\u00edklad v\u00a0n\u011bmeck\u00e9m Mnichov\u011b mus\u00ed develope\u0159i na ka\u017ed\u00fd metr \u010dtvere\u010dn\u00ed nov\u011b vybudovan\u00fdch byt\u016f uhradit m\u011bstu \u010d\u00e1stku 100 eur (asi 2550&nbsp;K\u010d). Celkem t\u00edmto zp\u016fsobem v\u00a0letech 1994\u20132016 na soci\u00e1ln\u00ed infrastrukturu m\u011bsta p\u0159isp\u011bli 211,4 milionu eur, na dopravn\u00ed infrastrukturu 237,7 milionu eur, na plochy zelen\u011b 130,2 milionu <\/span><span class=\"CharOverride-6\">a\u00a0na pl\u00e1nov\u00e1n\u00ed a\u00a0podobn\u00e9 \u010dinnosti 49,1 milionu eur,\u201c shrnuje pr\u00e1vni\u010dka Vendula Zahumensk\u00e1, kter\u00e1 se t\u00e9matu smluv mezi obcemi a\u00a0investory dlouhodob\u011b v\u011bnuje.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">\u017d\u00e1dn\u00fd podobn\u00fd institut, d\u00edky n\u011bmu\u017e by se developer automaticky pod\u00edlel na ob\u010dansk\u00e9 vybavenosti a\u00a0rozvoji m\u011bsta, v\u00a0\u010desk\u00e9m pr\u00e1vn\u00edm \u0159\u00e1du zat\u00edm neexistuje. Jedinou v\u00fdjimkou jsou takzvan\u00e9 pl\u00e1novac\u00ed smlouvy definovan\u00e9 v\u00a0\u00a7\u00a066 stavebn\u00edho z\u00e1kona. Na jejich z\u00e1klad\u011b se m\u016f\u017ee obec se soukrom\u00fdm investorem domluvit na vybudov\u00e1n\u00ed pot\u0159ebn\u00e9 ve\u0159ejn\u00e9 infrastruktury. N\u00e1klady nese investor, kter\u00fd vlastnictv\u00ed n\u00e1sledn\u011b z\u010d\u00e1sti nebo zcela p\u0159evede na obec. \u201eToto \u0159e\u0161en\u00ed je vhodn\u00e9 pro stavby takzvan\u011b na zelen\u00e9 louce, nap\u0159\u00edklad na okraj\u00edch Prahy, kde pot\u0159ebn\u00e1 infrastruktura chyb\u00ed. Na Sedmi\u010dce probl\u00e9my s\u00a0chyb\u011bj\u00edc\u00edmi s\u00edt\u011bmi \u010di vozovkami ale v\u016fbec \u0159e\u0161it nemus\u00edme, a\u00a0tento n\u00e1stroj n\u00e1m tedy nic nep\u0159in\u00e1\u0161\u00ed,\u201c popisuje radn\u00ed Burgerov\u00e1.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Prostor pro vyjedn\u00e1v\u00e1n\u00ed s\u00a0<\/span><span class=\"CharOverride-6\">developery m\u00e1 tak radnice, jak jsme ji\u017e nast\u00ednili, velmi z\u00fa\u017een\u00fd, p\u0159itom je to pr\u00e1v\u011b obec, kdo se mus\u00ed o\u00a0sv\u00e9 nov\u00e9 obyvatele postarat. \u201ePokud je obec ve sv\u00e9 vyjedn\u00e1vac\u00ed pozici p\u0159\u00edli\u0161 v\u00e1gn\u00ed a\u00a0ned\u00e1v\u00e1 p\u0159edem jasn\u011b najevo, co od sv\u00e9ho rozvoje o\u010dek\u00e1v\u00e1, nemaj\u00ed develope\u0159i motivaci k\u00a0vyjedn\u00e1v\u00e1n\u00ed. Jednodu\u0161e podaj\u00ed \u017e\u00e1dost o\u00a0vyd\u00e1n\u00ed \u00fazemn\u00edho rozhodnut\u00ed a\u00a0dop\u0159edu po\u010d\u00edtaj\u00ed s\u00a0t\u00edm, \u017ee obec jako \u00fa\u010dastn\u00edk nebo dokonce vlastn\u00edk infrastruktury z\u016fstane ne\u010dinn\u00e1 nebo bude jednat neefektivn\u011b a\u00a0nebude m\u00edt dost argument\u016f,\u201c ilustruje probl\u00e9m Zahumensk\u00e1, kter\u00e1 moment\u00e1ln\u011b se sv\u00fdm man\u017eelem p\u0159ipravuje praktickou p\u0159\u00edru\u010dku o\u00a0t\u00e9to problematice.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-58\"><strong>Objektivn\u00ed a\u00a0jasn\u00e1 pravidla<\/strong><br \/>\r\n<\/span><span class=\"CharOverride-6\">Mnoh\u00e9 obce si tak postupn\u011b formuluj\u00ed sv\u00e1 vlastn\u00ed pravidla a\u00a0<\/span><span class=\"CharOverride-6\">touto cestou se vydala i\u00a0Sedmi\u010dka. Cel\u00fd proces se \u0159\u00edd\u00ed dokumentem Z\u00e1sady finan\u010dn\u00ed spolu\u00fa\u010dasti investora na rozvoji M\u011bstsk\u00e9 \u010d\u00e1sti Praha&nbsp;7 schv\u00e1len\u00fdm zastupitelstvem Prahy&nbsp;7 v\u00a0dubnu 2018, jen\u017e ur\u010duje jasn\u00e1 pravidla. Radnice se zavazuje, \u017ee vybran\u00e9 pen\u00edze pou\u017eije na ob\u010danskou vybavenost\u00a0\u2013 nap\u0159\u00edklad na budov\u00e1n\u00ed mate\u0159sk\u00fdch a\u00a0z\u00e1kladn\u00edch \u0161kol, soci\u00e1ln\u00edch a\u00a0zdravotnick\u00fdch za\u0159\u00edzen\u00ed apod. Z\u00e1sady stanovuj\u00ed tak\u00e9 standardn\u00ed v\u00fd\u0161i p\u0159\u00edsp\u011bvku, a\u00a0to ve v\u00fd\u0161i 500 korun na metr hrub\u00e9 podlahov\u00e9 plochy.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Tak nap\u0159\u00edklad investor obytn\u00e9ho souboru s\u00a0n\u00e1zvem Astrid Garden (kancel\u00e1\u0159sk\u00e1 \u010d\u00e1st Astrid Offices a\u00a0bytov\u00e1 \u010d\u00e1st Astrid Residences) UBM Development, jen\u017e je situov\u00e1n do vnitrobloku mezi ulicemi U\u00a0<\/span><span class=\"CharOverride-6\">Pr\u016fhonu a\u00a0D\u011blnick\u00e1 a\u00a0kter\u00fd se za\u010dne stav\u011bt pravd\u011bpodobn\u011b v\u00a0druh\u00e9 polovin\u011b leto\u0161n\u00edho roku, se zav\u00e1zal zaplatit do rozpo\u010dtu radnice 2&nbsp;483&nbsp;000 korun. V\u0161ichni investo\u0159i si nav\u00edc mohou finan\u010dn\u00ed p\u0159\u00edsp\u011bvek m\u011bstsk\u00e9 \u010d\u00e1sti zahrnout do n\u00e1klad\u016f projektu.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">P\u016fvodn\u011b se se \u017e\u00e1dost\u00ed o\u00a0p\u0159\u00edsp\u011bvek m\u011bstsk\u00e1 \u010d\u00e1st obracela pouze na realiz\u00e1tory velk\u00fdch rozvojov\u00fdch projekt\u016f. N\u011bkdy ale deset mal\u00fdch projekt\u016f vyd\u00e1 za jeden velk\u00fd. Proto do mo\u017enosti p\u0159isp\u011bt zahrnula m\u011bstsk\u00e1 \u010d\u00e1st i\u00a0investory p\u016fdn\u00edch vestaveb. Pokud je zde hrub\u00e1 podla\u017en\u00ed plocha rovna \u010di p\u0159ekro\u010d\u00ed 250 m2, pak radnice \u017e\u00e1d\u00e1 o\u00a0p\u0159\u00edsp\u011bvek. S\u00a0<\/span><span class=\"CharOverride-6\">ohledem na ceny prod\u00e1van\u00fdch nemovitost\u00ed se jedn\u00e1 o\u00a0velice symbolick\u00e9 \u010d\u00e1stky, kter\u00e9 jsou v\u0161ak i\u00a0tak pro pokladnu radnice p\u0159\u00edjemnou vzpruhou. \u201eU\u00a0p\u016fdn\u00ed n\u00e1stavby, kde vzniknou dva byty o\u00a0rozloze cca 100 metr\u016f \u010dtvere\u010dn\u00edch, je\u017e maj\u00ed hodnotu cca 20 milion\u016f korun, je p\u0159\u00edsp\u011bvek ve v\u00fd\u0161i 100 tis\u00edc K\u010d,\u201c ilustruje Tom\u00e1\u0161 Richtr z\u00a0Odboru rozvoje.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-58\"><strong>Nejde o\u00a0odpustek!<\/strong><br \/>\r\n<\/span><span class=\"CharOverride-6\">D\u016fle\u017eit\u00e9 je zd\u016fraznit, \u017ee m\u011bstsk\u00e1 \u010d\u00e1st nem\u016f\u017ee investory do podobn\u00fdch p\u0159\u00edsp\u011bvk\u016f ze z\u00e1kona nutit, uzav\u0159en\u00ed dohody p\u0159edpokl\u00e1d\u00e1 ochotu investora. \u201eFakt, \u017ee stavebn\u00edci p\u0159istupuj\u00ed k\u00a0podpisu t\u011bchto smluv, je d\u00e1n n\u011bkdy jejich skute\u010dnou snahou a\u00a0ochotou pomoci obci s\u00a0budov\u00e1n\u00edm chyb\u011bj\u00edc\u00ed infrastruktury. \u010casto ale smlouvy podepisuj\u00ed z\u00a0obavy, aby jim obce nekladly p\u0159ek\u00e1\u017eky p\u0159i realizaci projektu formou odvol\u00e1n\u00ed \u010di aktivizov\u00e1n\u00ed ve\u0159ejnosti,\u201c popisuje Tom\u00e1\u0161 Kade\u0159\u00e1bek <\/span><span class=\"CharOverride-6\">z\u00a0Asociace developer\u016f.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Na prvn\u00ed pohled by se mohlo zd\u00e1t, \u017ee si investor t\u00edmto poplatkem tak trochu kupuje souhlas m\u011bstsk\u00e9 \u010d\u00e1sti s\u00a0dan\u00fdm projektem. Podle zastupitele a\u00a0p\u0159edsedy komise rozvoje Richarda Biegela \u201eje t\u0159eba d\u00e1t pozor na to, aby investo\u0159i nepochopili uzav\u0159en\u00e9 memorandum jako sv\u00e9ho druhu odpustek, kter\u00fd jim zajist\u00ed souhlas m\u011bstsk\u00e9 \u010d\u00e1sti nap\u0159\u00edklad se zv\u00fd\u0161en\u00edm v\u00fd\u0161ky z\u00e1stavby\u201c. Tak tomu rozhodn\u011b nen\u00ed. \u201eJde o\u00a0dohodu investor\u016f a\u00a0radnice, kter\u00e1 nem\u00e1 vliv na vyd\u00e1n\u00ed povolen\u00ed projektu v\u00a0r\u00e1mci \u00fazemn\u00edho \u010di stavebn\u00edho \u0159\u00edzen\u00ed,\u201c uvedl starosta Jan \u010ci\u017einsk\u00fd.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Dohoda tedy nem\u00e1 na v\u00fdsledek povolovac\u00edho procesu \u017e\u00e1dn\u00fd vliv. M\u011bstsk\u00e1 \u010d\u00e1st je stejn\u011b jako majitel\u00e9 nemovitost\u00ed v\u00a0okol\u00ed stavby pouze \u00fa\u010dastn\u00edkem<\/span><span class=\"CharOverride-6\"> takzvan\u00e9ho \u00fazemn\u00edho \u0159\u00edzen\u00ed. Vyj\u00e1d\u0159it se m\u016f\u017ee ke ka\u017ed\u00e9mu nov\u00e9mu projektu na Sedmi\u010dce. \u201eNa\u0161\u00edm \u00fakolem je db\u00e1t na z\u00e1jmy obyvatel m\u011bstsk\u00e9 \u010d\u00e1sti. Nicm\u00e9n\u011b ka\u017ed\u00e1 na\u0161e v\u00fdhrada k\u00a0projektu mus\u00ed m\u00edt oporu v\u00a0z\u00e1kon\u011b. Tak\u017ee to opravdu nen\u00ed tak, \u017ee bychom \u0161mahem mohli n\u011bco shodit ze stolu. Na\u0161e argumenty zkoum\u00e1 stavebn\u00ed \u00fa\u0159ad, kter\u00fd je na samospr\u00e1v\u011b, tedy radnici zcela nez\u00e1visl\u00fd a\u00a0posuzuje soulad projektu se z\u00e1konem,\u201c popisuje Richtr.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Nestrannost zaru\u010duje i\u00a0fakt, \u017ee o\u00a0p\u0159\u00edsp\u011bvku developera nejedn\u00e1 prim\u00e1rn\u011b Odbor rozvoje, ale Pr\u00e1vn\u00ed odbor. \u201eVe chv\u00edli, kdy developer pod\u00e1 \u017e\u00e1dost o\u00a0\u00fazemn\u00ed \u0159\u00edzen\u00ed na stavebn\u00ed \u00fa\u0159ad, automaticky je mu zasl\u00e1n dopis od m\u011bstsk\u00e9 \u010d\u00e1sti s\u00a0v\u00fdzvou k\u00a0p\u0159\u00edsp\u011bvku. Jak na tuto v\u00fdzvu zareaguje, je na jeho v\u016fli,\u201c popisuje Kate\u0159ina \u0160ilhov\u00e1 \u0160afr\u00e1nkov\u00e1, vedouc\u00ed Pr\u00e1vn\u00edho odboru Prahy&nbsp;7, kter\u00e1 m\u011bla formulaci pravidel na starosti.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">S\u00a0investorem tak m\u011bstsk\u00e1 \u010d\u00e1st komunikuje ji\u017e v\u00a0r\u00e1mci p\u0159edb\u011b\u017en\u00e9ho stanoviska m\u011bstsk\u00e9 \u010d\u00e1sti k\u00a0jeho z\u00e1m\u011bru. V\u00fdhodou pro m\u011bstskou \u010d\u00e1st i\u00a0investora je debata o\u00a0projektu, odstran\u011bn\u00ed nejasnost\u00ed a\u00a0zbyte\u010dn\u00fdch budouc\u00edch nedorozum\u011bn\u00ed. \u201eP\u0159edm\u011btem debat b\u00fdv\u00e1 i\u00a0mo\u017enost n\u00e1hradn\u00edho v\u011bcn\u00e9ho pln\u011bn\u00ed m\u00edsto finan\u010dn\u00edho <\/span><span class=\"CharOverride-6\">p\u0159\u00edsp\u011bvku podle konkr\u00e9tn\u00edch po\u017eadavk\u016f m\u011bst<\/span><span class=\"CharOverride-6\">sk\u00e9 \u010d\u00e1sti. Kdy\u017e developer na jedn\u00e1n\u00ed na\u0161\u00ed komise doraz\u00ed, o\u00a0p\u0159\u00edsp\u011bvku se mu zm\u00edn\u00edme. V\u011bt\u0161ina velk\u00fdch developer\u016f na to sly\u0161\u00ed a\u00a0vn\u00edmaj\u00ed to jako pozitivn\u00ed celkov\u00fd posun kvality prost\u0159ed\u00ed, kde stav\u00ed,\u201c upozor\u0148uje Tom\u00e1\u0161 Richtr.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Od lo\u0148sk\u00e9ho dubna, kdy byla pravidla schv\u00e1lena, m\u00e1 radnice uzav\u0159eno 11 smluv, od investor\u016f m\u00e1 tak do sv\u00e9ho rozpo\u010dtu sl\u00edbeno ji\u017e 20 milion\u016f korun, a\u00a0dal\u0161\u00edch 16 smluv v\u00a0celkov\u00e9 hodnot\u011b 70 milion\u016f korun je moment\u00e1ln\u011b v\u00a0jedn\u00e1n\u00ed. Finan\u010dn\u00ed p\u0159\u00edsp\u011bvky od developer\u016f se shroma\u017e\u010fuj\u00ed ve zvl\u00e1\u0161tn\u00ed kapitole rozpo\u010dtu radnice, ze kter\u00e9 se pak p\u0159ednostn\u011b \u010derp\u00e1 na investice do ve\u0159ejn\u00e9 vybavenosti. Co za tyto finan\u010dn\u00ed prost\u0159edky radnice po\u0159\u00edd\u00ed? \u201eMoment\u00e1ln\u011b jsme zadali zpracov\u00e1n\u00ed prov\u011b\u0159ovac\u00ed hmotov\u00e9 studie nov\u00e9 \u0161koly, kter\u00e1 by m\u011bla st\u00e1t v\u00a0ulici Jankovcova. Pracovn\u011b se projekt naz\u00fdv\u00e1 Z\u0160 P\u0159adeln\u00ed, proto\u017ee stoj\u00ed v\u00a0m\u00edstech t\u00e9to b\u00fdval\u00e9 ulice, kde chceme obnovit p\u016fvodn\u00ed pr\u016fchod,\u201c popisuje Tom\u00e1\u0161 Richtr. V\u00fdstavba nov\u00e9 \u0161koly <\/span><span class=\"CharOverride-6\">o\u00a0velikosti 18 t\u0159\u00edd si vy\u017e\u00e1d\u00e1 investici ve v\u00fd\u0161i minim\u00e1ln\u011b 150 milion\u016f K\u010d.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Ostatn\u011b pr\u00e1v\u011b nejpal\u010div\u011bj\u0161\u00ed probl\u00e9m v\u00a0podob\u011b nedostate\u010dn\u00fdch kapacit v\u00a0mate\u0159sk\u00fdch a\u00a0z\u00e1kladn\u00edch \u0161kol\u00e1ch byl jednou z\u00a0priorit minul\u00e9ho volebn\u00edho obdob\u00ed. D\u00edky \u00fasil\u00ed veden\u00ed radnice p\u0159ibylo v\u00a0letech 2014\u20132018 v\u00a0<\/span><span class=\"CharOverride-6\">z\u00e1kladn\u00edch \u0161kol\u00e1ch 573 nov\u00fdch m\u00edst, 249 nov\u00fdch m\u00edst v\u00a0mate\u0159ink\u00e1ch a\u00a0na v\u011bt\u0161in\u011b \u0161kol vznikly p\u0159\u00edpravn\u00e9 t\u0159\u00eddy. \u201e\u0160kolstv\u00ed je pro na\u0161i m\u011bstskou \u010d\u00e1st jednozna\u010dn\u011b priorita. V\u00a0tuto chv\u00edli nedostatek m\u00edst v\u00a0z\u00e1kladn\u00edch a\u00a0mate\u0159sk\u00fdch \u0161kol\u00e1ch \u0159e\u0161it nemus\u00edme, nicm\u00e9n\u011b mus\u00edme b\u00fdt o\u00a0krok nap\u0159ed a\u00a0br\u00e1t v\u00a0\u00favahu dal\u0161\u00ed p\u0159ipravovanou v\u00fdstavbu na Sedmi\u010dce. I\u00a0proto pl\u00e1nujeme vznik nov\u00e9 z\u00e1kladn\u00ed \u0161koly a\u00a0<\/span><span class=\"CharOverride-6\">prom\u00fd\u0161l\u00edme dal\u0161\u00ed mo\u017enosti navy\u0161ov\u00e1n\u00ed m\u00edst v\u00a0na\u0161ich \u0161kolk\u00e1ch a\u00a0\u0161kol\u00e1ch,\u201c vysv\u011btluje radn\u00ed pro \u0161kolstv\u00ed Hana \u0160i\u0161kov\u00e1.<\/span><span class=\"CharOverride-6\"><\/span><\/p>\r\n<p><strong><span class=\"CharOverride-58\">Slovensko p\u0159\u00edkladem<\/span><\/strong><span class=\"CharOverride-61\"><br \/>\r\n<\/span><span class=\"CharOverride-6\">Podobn\u011b jasn\u011b definovan\u00e1 pravidla, jako m\u00e1 Sedmi\u010dka, jsou z\u00a0m\u011bstsk\u00fdch \u010d\u00e1st\u00ed Prahy nap\u0159\u00edklad tak\u00e9 v\u00a0Praze 5. Z\u00a0pohledu rozvoje cel\u00e9 metropole je ale parci\u00e1ln\u00ed zav\u00e1d\u011bn\u00ed vlastn\u00edch pravidel ze strany jednotliv\u00fdch m\u011bstsk\u00fdch \u010d\u00e1st\u00ed v\u00a0t\u00e9to oblasti trochu ne\u0161\u0165astn\u00e9. Nap\u0159\u00edklad na Slovensku funguje od roku 2016 v\u00a0t\u00e9to v\u011bci jednotn\u00fd z\u00e1kon \u010d. 447\/2015 Sb., o\u00a0<\/span><span class=\"CharOverride-6\">m\u00edstn\u00edm poplatku za rozvoj, kter\u00fd ukotvil p\u0159\u00edsp\u011bvek investor\u016f do ob\u010dansk\u00e9 vybavenosti. M\u00e1 slou\u017eit i\u00a0jako protikorup\u010dn\u00ed n\u00e1stroj, kter\u00fd m\u00e1 omezit ochotu z\u00fa\u010dastn\u011bn\u00fdch stran \u201edohodnout se\u201c na r\u016fzn\u00fdch jin\u00fdch pln\u011bn\u00edch. Obce maj\u00ed mo\u017enost (nikoliv v\u0161ak povinnost) poplatek zav\u00e9st. <br \/>\r\nPoplatek se zav\u00e1d\u00ed p\u0159ijet\u00edm v\u0161eobecn\u011b z\u00e1vazn\u00e9ho na\u0159\u00edzen\u00ed obce, a\u00a0to t\u0159\u00edp\u011btinovou v\u011bt\u0161inou zastupitel\u016f. Poplatn\u00edkem je pak investor, kter\u00fd pro sv\u016fj projekt z\u00edskal stavebn\u00ed povolen\u00ed. V\u00fdnos z\u00a0poplatku je pou\u017eit na \u00fahradu n\u00e1klad\u016f souvisej\u00edc\u00edch s\u00a0v\u00fdstavbou z\u00e1kladn\u00edch a\u00a0mate\u0159sk\u00fdch \u0161kol, kulturn\u00edch, soci\u00e1ln\u00edch nebo sportovn\u00edch slu\u017eeb, zdravotnick\u00fdch za\u0159\u00edzen\u00ed, soci\u00e1ln\u00edho bydlen\u00ed, ve\u0159ejn\u011b p\u0159\u00edstupn\u00fdch park\u016f, \u00fapravu ve\u0159ejn\u00e9 zelen\u011b a\u00a0v\u00fdstavbu m\u00edstn\u00edch komunikac\u00ed, parkovac\u00edch ploch, ve\u0159ejn\u00e9ho osv\u011btlen\u00ed \u010di technick\u00e9 infrastruktury. Z\u00e1kon stanov\u00ed rozp\u011bt\u00ed poplatku mezi 3 a\u00a035 eury za m<\/span><span class=\"CharOverride-62\">2<\/span><span class=\"CharOverride-6\"> a\u00a0jeho v\u00fd\u0161e z\u00e1vis\u00ed na obci. Mezi jednotliv\u00fdmi obcemi se velmi li\u0161\u00ed, nap\u0159\u00edklad v\u00a0Bratislav\u011b se v\u011bt\u0161ina m\u011bstsk\u00fdch \u010d\u00e1st\u00ed p\u0159iklonila <\/span><span class=\"CharOverride-6\">k\u00a0maxim\u00e1ln\u00ed v\u00fd\u0161i poplatku.<\/span><\/p>\r\n<p class=\"Normal ParaOverride-2\"><span class=\"CharOverride-6\">Zda, pop\u0159\u00edpad\u011b kdy dojde k\u00a0p\u0159ijet\u00ed podobn\u00e9 z\u00e1konn\u00e9 normy i\u00a0v\u00a0\u010cesku, je zat\u00edm ve hv\u011bzd\u00e1ch. Na jej\u00edm obsahu se pod\u00edlel i\u00a0Odbor person\u00e1ln\u011b pr\u00e1vn\u00ed \u00daM\u010c Prahy&nbsp;7 a\u00a0zn\u011bn\u00ed z\u00e1sad Prahy&nbsp;7 bylo autory publikace ozna\u010deno jako \u201edo detailu dota\u017een\u00e9\u201c.<\/p>\r\n<\/div>\r\n<p class=\"Z-kladn--odstavec ParaOverride-8\"><span class=\"CharOverride-10\"><strong>Kolik stoj\u00ed \u0161koly a\u00a0\u0161kolky?<\/strong><br \/>\r\n<\/span><span class=\"CharOverride-11\">Radnice Prahy&nbsp;7 sice z\u00edsk\u00e1v\u00e1 pen\u00edze na provoz mate\u0159sk\u00fdch a\u00a0<\/span><span class=\"CharOverride-11\">z\u00e1kladn\u00edch \u0161kol a\u00a0dal\u0161\u00ed slu\u017eby, nicm\u00e9n\u011b tento p\u0159\u00edsp\u011bvek je nedostate\u010dn\u00fd.
